This alignment is being powerfully reinforced by the UK’s newly launched Modern Industrial Strategy, which creates a strategic framework for strengthening one of the Middle East’s most important bilateral relationships.
Earlier this week, the UK government unveiled its 10-year Industrial Strategy, a comprehensive roadmap to drive economic growth and global competitiveness. Centered on eight high-value growth sectors where Britain holds a competitive advantage, the strategy positions the UK as an ideal partner for international investment, innovation, and collaboration.
But what makes this initiative especially compelling is its natural alignment with Saudi Arabia’s Vision 2030 — the Kingdom’s long-term blueprint for economic diversification, human capital development, and technology-driven innovation.
Shared Vision, Mutual Gains
At their core, both national strategies share the same ambition: to foster sustainable growth, build resilient economies, and develop ecosystems that attract high-quality foreign direct investment. As such, they present a once-in-a-generation opportunity to strengthen UK–Saudi cooperation across key industries.
These eight sectors identified in the UK strategy — advanced manufacturing, clean energy, creative industries, defense, digital and technologies, financial services, life sciences, and professional/business services — all align closely with Saudi Arabia’s investment priorities under Vision 2030.
With both nations pursuing economic transformation, the UK and Saudi Arabia are well-positioned to co-create a new model for international economic partnership — one rooted in shared goals, mutual trust, and long-term value.
Great Futures Campaign: £7.7 Billion in Deals and Growing
The Great Futures campaign, launched in 2023, is already demonstrating the real-world impact of this deepening relationship. In May 2024, the UK brought its largest business delegation in over a decade to Riyadh — a contingent of over 450 senior leaders across industries. The result? Over £7.7 billion ($10.6 billion) in trade and investment deals and more than 50 partnership agreements signed across strategic sectors.
These were not just commercial deals — they were transformative collaborations aimed at reshaping industries, boosting employment, and fostering innovation in both nations.
Clean Energy & Climate Tech: The Hydrogen and Carbon Frontier
Among the standout examples of this cooperation is in clean energy. UK-based HYCAP has teamed up with leading Saudi firms to invest over £750 million in hydrogen-powered transport, supporting more than 1,000 jobs across the UK and Saudi Arabia.
Meanwhile, Carbon Clean’s partnership with Saudi Aramco to deploy modular carbon capture technology is advancing the global carbon-neutral agenda and ensuring Saudi Arabia meets its ambitious sustainability targets.
These projects demonstrate the growing UK–Saudi synergy in renewable energy, hydrogen technology, and carbon capture — all pillars of the energy transition.
Infrastructure, Skills & Financial Services: Building for the Future
UK companies are playing a central role in delivering on Saudi infrastructure megaprojects, contributing to airport development, rail systems, and construction across the Kingdom’s giga-projects under Vision 2030.
In financial services, London remains the global hub for Saudi institutions issuing green bonds and Islamic bonds. In fact, the London Stock Exchange holds 100% market share for Saudi corporate and sovereign bonds outside the Kingdom.
On human capital, both governments are committed to developing the workforce of the future. The UK–Saudi Skills Forum, part of the Great Futures initiative, is working with Saudi ministries to expand technical and vocational training in high-demand sectors.
New Launch: UK–Saudi Sustainable Infrastructure Assembly
To deepen this momentum, the UK–Saudi Sustainable Infrastructure Assembly has been announced — a dedicated initiative to connect British financial and professional services with Saudi developers focused on sustainable infrastructure projects. This initiative will ensure British expertise contributes directly to Vision 2030’s infrastructure rollout.
The Assembly represents a long-term platform for private sector collaboration, blending British innovation with Saudi ambition.
A Global Strategy Designed for International Partnerships
The UK’s Modern Industrial Strategy was designed not just for domestic growth but for international partnerships. Built on global best practices, it seeks to create a stable and open business environment that encourages reciprocal trade, investment, and innovation.
This vision is reflected in Britain’s diplomatic approach, which focuses on mutually beneficial partnerships rather than zero-sum competition. With bilateral trade already exceeding £17 billion annually, and over 1,300 UK firms operating in Saudi Arabia, the foundation is strong — but the future holds even greater potential.
Looking Ahead: Great Futures Leadership Summit in London
Later this year, the UK and Saudi Arabia will celebrate their growing partnership at the Great Futures Leadership Summit in London. Senior ministers, industry leaders, and investors from both countries will come together to showcase progress, launch new initiatives, and shape the next chapter in UK–Saudi relations.
This summit will reinforce the message that the UK is ready to be a trusted partner in Saudi Arabia’s transformation — one that brings technical excellence, regulatory transparency, and a shared commitment to sustainable progress.
